  9. Although eplain appears to work perfectly with tex 3.141, it balks at line
  10. 816 in tex 2.991.  Has this problem been noted before and is there an
  11. explanation or fix.  The cite.log file below illustrates the result of
  12. applying tex 2.991 to cite.tex in the /test directory of the current
  13. (from CTAN) eplain distribution.
